Prime Issues

Prime Issues means:
major tax controversies that will not be conceded or settled by the Audit Division of the U.S. Internal Revenue Service. The U.S. Internal Revenue Service (IRS) publishes a list of prime issues, and cases involving these prime issues are reviewed by the appeals officer.
